My dear Cowell,

The Reuter news from Tokio, broadcast

on September 17th, frankly discussed the possibility

of an invasion of South China with the object of

capturing Canton.

That fact a..pears to bring the

contingency nearer and I have therefore to look

ahead in various directions.

One measure taken already is to plan

and make preparations for a refugee camp at the

Pat Leung (Kam Tin) aerodrome: another is that some

regulations controlling human movements have been

drafted:

the Kowloon Canton Railway's future, however,

raises a bit of a puzzle.

Assuming that the Japanese manage to cut the

Canton-Kowloon line and to establish control over the

section between their force and the Hong Kong-Kwangtung
